LLM Models: add GPT-4o support (#62639) 
Fixes https://linear.app/sourcegraph/issue/PRIME-236/enable-gpt-4o-in-gateway

Previously, we only supported GPT-4 Turbo and GPT-3.5 for chat. This PR
adds additional support for the new GPT-4o model.
