Disable npm-naming with dt-header ( #34112 )
...
npm-naming is a new rule but the code it runs was already disabled
whenever dt-header was disabled. This change keeps the behaviour the
same.

Reason: There are too many type definition files
depending on jquery and it can not be managed.
