Cody: Add release automation (#50216) 
Inspired by out VS Code setup. This may need some trial and error as I
figure out the exact CI steps so bear with me.

## Todo

- Get the release tokens in properly => should work now but we might
need to update the tokens on CI if they no longer work
- Changelog process? => Decided to skip this for now since we don't have
a changelog

## Test plan

- We'll test with the 0.0.4 release
