cody-gateway/events: fix buffered logger test race (#52951) 
Fixes some races/flakes in the buffered logger tests by always ensuring
BufferedLogger is stopped completely before accessing events that have
been submitted and received. Also added more docstrings to try and make
the test scenarios easier to grok.
