Robert Lin 7678c7b031 chore: upgrade otel SDK packages (#59564) ... This is prep for an upgrade of our otel-collector itself - we are adding a dependency on a beta receiver in https://github.com/sourcegraph/sourcegraph/pull/59561 , and want to make sure we are up to date.
