Looks like this is still used by some tasks in `package.json` and in the
`sg` linter.
@unknwon already updated the other places, but this one we missed.

dev: handle failures during docsite binary download ( #9234 )

If docsite.sh is killed while fetching a binary a partial binary will exist at
target. Following runs will try and fail to execute the binary. We now
download to a temporary location and move it into place, so if we fail we will
retry the download. Additionally we just always ensure the binary is
executable.

docsite brought in a lot of dependencies. It is faster to just fetch prebuilt
binaries. This is some tech debt I have been wanting to do for a long time,
especially since it often caused problem when doing go mod update.
