refactor/(pom.xml): increase Scala compiler JVM memory allocation

Browse Source 
- Increase initial heap size from 1G to 4G (-Xms)
- Increase maximum heap size from 3G to 12G (-Xmx)
- Increase metaspace size from 1G to 4G (-XX:MaxMetaspaceSize)
- Improve compilation performance and reduce out-of-memory errors during large-scale builds
